This applies to both Malaysians and international visitors entering Malaysia. Depending on their vaccination status, they will receive a colour-coded traveller's card, and undergo separate travel requirements.
All fully-vaccinated travellers - Malaysians and international visitors - entering Malaysia are required to fill out the pre-departure form in the MySejahtera app, Malaysia's Ministry of Health (MOH) reminds. This is a follow up to the update in travel protocols recently implemented effective 1 May 2022 (Sunday). As for non-vaccinated travellers (aged 18 and above), however, they are still required to perform a pre-release test two days prior to departing for Malaysia (RT-PCR or professional RTK-Ag), a series of COVID-19 testing, and a compulsory quarantine.
On that note, according to MOH, this is how the pre-departure form should be filled up:
- Open the MySejahtera app.
- On the homepage, select "Traveller" (which shows a 'luggage' icon.)
- Click on "Travel for [your name]" to fill up the pre-departure form.
- Fill in all the trip details, and press 'submit'.
- Travellers who are:
- Fully-vaccinated will receive a blue traveller's card - signifying that a pre-departure testing is not required.
- Partially-vaccinated, or non-vaccinated, will receive a red traveller's card - signifying that a pre-departure testing is required. [For those who are under this category, continue with Step 6.]
- Click on the link shown on the traveller's card to upload the pre-departure test result within two days prior to departure.
- Click "Update for [your name]" to start uploading the test result.
- Fill in all the details, and upload the proof of the test result. Travellers are reminded to also bring along a copy of the result upon arriving at Malaysia.
- The link on the traveller's card will turn green after travellers have successfully uploaded the test result.
In general, the following infographic, shared by MOH, is what a pre-departure procedure should look like before arriving at Malaysia.
Once travellers have arrived at Malaysia, they are to take note of the following steps.
- Travellers who are fully-vaccinated (i.e. blue traveller's card), can continue their journey from the immigration centre.
- Travellers who are partially-vaccinated, or non-vaccinated (i.e. red traveller's card), they will be issued with a compulsory home surveillance order (HSO) after the pre-departure procedure. They are next required to:
- Undergo a COVID-19 professional or supervised RTK-Ag test by a medical practitioner physically or virtually within 24 hours of arrival, which travellers aged 17 and below are exempted from.
- If the test result is positive, the traveller will follow MOH's protocols for positive COVID-19 cases.
- If the test result is negative, the traveller will continue with the HSO for five days, and undergo a RT-PCR on the fourth day, or a professional RTK-Ag on the fifth day.
- If the test result is positive, the traveller will follow MOH's protocols for positive COVID-19 cases.
- If the test result is negative, the traveller will be released from HSO, and can continue their journey into Malaysia.
