Malaysia's CIDB launches system to improve management of foreign workers in the construction industry

This new CIDBH - iENTRY System was put in place to ensure that only workers with valid certification are allowed to work on construction sites.

The Construction Industry Development Board (CIDB) of Malaysia has launched the CIDBH - iENTRY System, an integrated initiative designed to improve the management of foreign workers in the construction industry. The launch ceremony was officiated by Dato Sri Alexander Nanta Linggi, Minister of Public Works.

The CIDBH - iENTRY system aims to ensure compliance with laws related to the welfare and safety of skilled workers via the use of an integrated system. It will also assist employers in complying with the conditions stipulated under the Malaysian Construction Industry Development Board Act 1994 (Act 520), the Minimum Standard Housing, Accommodation and Employee Facilities Act 1990 (Act 446) and the Prevention and Control of Infectious Diseases Act 1988 (Act 342).

Among the main features of this system are:

  • Management of the registration of foreign workers through the biometric system upon receiving the Construction Skills Competence Certificate (SKKP) in the source country, certified and verified by CIDB; and
  • Holistic monitoring of the welfare of foreign workers, including the management of their accommodation through an integrated system.

This system also aligns with government guidelines that require foreign workers in the construction sector to obtain a certification in the source country, along with an online safety and health induction course (eSICW) for construction workers, which will be enforced from January 2025.

Apart from seeking a more efficient monitoring system for foreign workers and legal compliance, the implementation of the CIDBH - iENTRY System seeks to assist the government in handling uncertified foreign workers by ensuring that only workers with valid certification are allowed to work on construction sites. This measure will also reduce safety risks at the construction site.

As of September 2024, there are 465,591 foreign construction workers registered with CIDB nationwide in Malaysia. In Kuala Lumpur and Selangor alone, 150,699 and 166,456 foreign construction workers were recorded respectively.

As shared in CIDB's statement: "Cooperation and support from all parties in the construction industry is essential to ensure the success of this system."

Minister in the Prime Minister's Department Dr Zaliha Mustafa also added in a Facebook post: "In ensuring that the immigration of foreign workers is monitored and accurately reported to the Government, the CIDBH-iEntry System and Registration of Foreign Workers were introduced to ensure that the CIDB accredited skilled foreign workers (SKKP) get welfare rights, security as well as continuous monitoring."
