Malaysia's PSD to implement new performance management system MyPerformance from 1 January 2024

Following the initial announcement in 2021, JPA had set a two-year familiarisation period from 1 January 2022 until 31 December 2023.

Malaysia's Public Service Department (JPA) will be implementing its performance management system, MyPerformance, from 1 January 2024.

Based on departmental function, MyPerformance is a Professional Management Group Performance Management System and Implementation Group, initially announced in 2021. It replaces the performance evaluation system that has been implemented through Service Circular No. 4 of 2002, and Service Circular No. 2 of Year 2009, which would be the Performance Management Module - LNPT HRMIS.

Following the announcement, JPA had set a two-year familiarisation period from 1 January 2022 until 31 December 2023. During this period, the performance management of management and professional group officers as well as the implementation group must use the Performance Management Module - LNPT HRMIS and the Performance Management Module - MyPerformance HRMIS for the evaluation years 2022 and 2023 simultaneously (dual system).

In line with the Government's strategy to further strengthen talent management in the public service to increase national productivity, the initiative to adapt the performance management system based on departmental functions as well as the awarding of performance-based rewards was introduced. This initiative includes the introduction of the Performance Management Module - MyPerformance HRMIS as well as improved performance management governance to empower departments in the aspect of human resource management in their respective departments.

During the implementation of this dual system, JPA's Annual Work Target Form (SKT) was discontinued and replaced with the Main Work Target (SKU) under the Performance Management Module - MyPerformance HRMIS. With this, the SKU achievement results under the Performance Management Module - MyPerformance HRMIS should be referred by the Assessing Officer (PP) when preparing the LNPT of the Assessed Officer (PYD). The evaluation results under the Performance Management Module - MyPerformance HRMIS can also be referred to in preparing LNPT PYD.

Initially, the Malaysian Remuneration System which is based on competence in public service human resource management was introduced since 2002 through Service Circular Number 4 of 2002: Implementation of the Malaysian Remuneration System for Members of the Federal Public Service. It aims to promote self-development through continuous learning, promote the mastery of knowledge, skills, creativity and innovation in the implementation of tasks, produce knowledgeable employees who can improve the capabilities and competitiveness of public services and are able to meet the increasing expectations of customers.

In order to achieve that goal, several initiatives have been introduced, such as the improvements to the performance evaluation system through Service Circular Number 2 of 2009: Strengthening the Management of Public Service Officer Performance Evaluation System.
