New UN-driven programme seeks to bridge digital divide for selected MSMEs in the Philippines

The programme will provide digital tools and training to at least 15,000 small businesses in underserved communities, covering policy, regulatory, and systemic obstacles to digital inclusion.

On 31 January 2025 (Friday), the United Nations introduced the Digital PINAS programme, aiming to enhance the competitiveness of micro, small, and medium enterprises (MSMEs) in remote Philippine regions. This initiative seeks to bridge the digital divide by offering improved connectivity and essential digital training to entrepreneurs.


Implemented collaboratively by the United Nations Development Programme (UNDP), the International Trade Centre (ITC), and the International Labour Organisation (ILO), Digital PINAS partners with the Philippine government, led by the Department of Information and Communication Technology (DICT), and potential private sector contributors.

DICT Secretary Ivan John Uy stated: "Despite advances in connectivity and digital adoption, millions remain disconnected from progress. Women, indigenous communities, small entrepreneurs, and those in remote areas still struggle with limited access to digital tools and skills." He emphasised that Digital PINAS is committed to removing barriers that have long excluded Filipinos from essential opportunities.

With a budget of US$5mn, the programme seeks to address policy, regulatory, and systemic obstacles to digital inclusion. Its three-pillar strategy includes capacity building, establishing Digital Transformation Hubs in at least 30 underserved areas, and advocating for policies that promote digitalisation and encourage investment in an inclusive digital ecosystem.

Khalid Hassan, Director of the ILO in the Philippines, emphasised the initiative's broader impact: "This is especially relevant in the context of the Philippines and critical to supporting its ambition to be an upper-middle-income country."

By focusing on digital empowerment, Digital PINAS aims to equip small businesses with the tools and knowledge necessary to thrive in the modern economy, fostering inclusive growth and sustainable development across the Philippines.
