U-Save and S&CC rebates for eligible HDB households in Jan 2024: What you need to know

These rebates, distributed quarterly, will cover the GST hike and provide cost-of-living support for lower-to-middle income households.

More than 950,000 Singaporean households, in HDB flats, will receive U-Save and Service and Conservancy Charges (S&CC) rebates in January 2024.

According to the Ministry of Finance (MOF), these rebates, which are part of the permanent GST Voucher (GSTV) and the Assurance Package, will cover the GST and ensure cost-of-living support for lower-to-middle income households and are distributed quarterly: in April, July, October, and January.

The January 2024 rebates will be the fourth quarterly disbursement for FY2023.

Here is a breakdown of the U-Save for FY2023:

Within FY2023, eligible households will receive double their U-Save rebates, as well as an additional S$20 per quarter of U-Save. This, MOF said, is to cushion the impact of the rising carbon tax and water prices.

The additional S$20 per quarter of U-Save provided in FY2023 will amount to roughly eight to 10 months of utility bills for households living in one-and-two-room HDB flats, and about four to six months' worth of utility bills for three-and-four-room HDB flats.

To Note:

  • There must be at least one Singaporean citizen tenant if the entire flat is rented out. 
  • There must be at least one Singaporean citizen owner or occupier in the household if the owner owns and lives in the HDB flat or partially rents out the flat.
  • Households whose members own more than one property are not eligible. 
  • The Enhanced AP U-Save includes the additional S$20 per quarter.
  • Additional rebates will be credited to eligible households at the same time as the regular GSTV — U-Save in the usual four quarters (April 2023, July 2023, October 2023, and January 2024).

In January 2024, the S&CC rebates, on the other hand, will include an additional one-off 0.5 month of S&CC rebates. This is similar to that of the support package for cost-of-living that was announced on 28 September 2023.

Here is a breakdown of the S&CC rebates for FY2023:

Eligible households will automatically receive their U-Save and S&CC rebates, including additional ones from the Cost-of-Living Support Package, announced on 28 September 2023. U-Save rebates will go directly to SP Services' utility accounts, and S&CC rebates to respective Town Councils' accounts. MOF said no further action is required.
