Understanding Malaysia's new Public Service Remuneration System: What salary adjustments may look like from 1 Dec 2024

The PSD also provided sample rates for the Critical Service Incentive Payment (BIPK Programme), for officers in certain grades. 

Prior to the Public Service Remuneration System (SSPA) taking effect on 1 December 2024, Malaysia's Public Service Department (PSD) has shared further information and on the implementation process

As previously announced, the SSPA will replace the current Malaysian Remuneration System (SSM).

As clarified by the Department, the fixed rate of public service remuneration for the federal public service under the SSPA is as follows:

1 and 2RM115.00

*Awarded to University Lecturers whose service period is less than 10 years and below in the same or equivalent grade. The period of service taken into account does not include the period of Leave Without Pay.

Meanwhile, the public service scheme housing fixed remuneration rate is as follows:

The PSD also provided sample rates for the Critical Service Incentive Payment (BIPK Programme) for Publishers - Grade B41/B9

Under the current SSM, the rates are as follows:

  • Salary = RM2,095.00
  • BIPK rate = RM104.75

The total income recorded on 30 November 2024: RM2,199.75**

Under the SSPA, the rates will be as follows:

  • Salary = RM2,095.00
  • Adjustment = RM240.00
  • BIPK rate = RM 165.00*

The total income on 1 December 2024: RM2,500.00*

*Existing recipients receive the new fixed rate because the last amount received before the SSPA came into force is lower than the new place rate.
**Amount of fixed non-adjusted income received by officers from the Plan Issuer Service Scheme

Sample salary adjustment for a BIPK nurse - Grade U29/U5

Critical Service Incentive Payment

Under the SSM:

  • Salary = RM1,797.00
  • BIPK rate = RM369.55

Total income recorded on 30 November 2024: RM2,066.55**

Under the SSPA

  • Salary = RM1,797.00
  • Adjustment = RM240.00
  • BIPK rate = RM269.55

Total Income on 1 December 2024: RM2,306.55*

**Total income does not include fixed remuneration received by officers from the Nursing Service Scheme

Sample salary increase for Grade 19 officers

Under the SSM:

  • Basic salary = RM2,153.00 (The Grade 19 median salary)

Total Income on 30 November 2024: RM2,768.00 *

Under both phases of the SSPA:

Phase 1

  • Basic salary = RM2,393.00

Total Income on 1 December 2024: RM3,008.00*

Phase 2

  • Basic salary = RM2,667.51**

Total income on 1 January 2026: RM3,282.51*

*Including RM615 allowance = IKTA + ITP + BISH lowest rate
** After taking into account PGT 2025
