5 key areas of focus in Malaysia's Public Service Reform Agenda

This includes both human capital development and organisational development.

Speaking at the Leadership Aspiration Ceremony of the Secretary-General for the Year 2024, Malaysia's Chief Secretary to the Government, Shamsul Azri has presented the Public Service Reform Agenda.

This blueprint outlines five key areas of focus for public service reform:

  • Value implementation and management;
  • Human capital development;
  • Organisational development;
  • Service delivery; and
  • Strengthening public and private synergy.

The agenda hopes to enhance efficiency, effectiveness, and collaboration across various sectors.

In his speech, the chief secretary called on all members of the public service to work together to achieve the aspirations of the agenda, while exploring a new era of public service. Particularly, he outlined the approach of AI Strategy (Associated and Integrated Strategy), which will be used to realise the five key areas.

As he explains, "'Associated' emphasises the concept of 'whole-of-nation' involving the private sector, and 'Integrated' emphasises the concept of 'whole-of-government', which involves integration between government departments."
