The COP was launched as a pilot in December 2023 to familiarise new S Pass holders with working and living in Singapore.
Since the introduction of the Cultural Orientation Programme (COP) for S Pass holders in Singapore in December 2023, about 10% of eligible participants have voluntarily completed the programme as of November 2024.
The COP aims to ease the transition for S Pass holders by familiarising them with working and living in Singapore. Responding to a Parliamentary query earlier this month, the Ministry of Manpower (MOM) said the programme is currently in its pilot stage, with plans for review once it ends in 2025.
In addition to the COP, MOM had implemented the Settling-in Programme (SIP) for workers in the construction, marine shipyard, process, and manufacturing sectors. When asked if the ministry has plans to extend the programme to non-Malaysian work permit holders in the services sector, MOM responded: "We have no plans to extend the SIP to the Services sector for now but will assess this in future."
