HKSAR Govt and MIIT sign a co-operation agreement to promote new industrialisation

This agreement covers eight key areas, aiming to support Hong Kong in developing new quality productive forces, and promoting co-operation and joint development in specific industries.

The HKSAR Government and the Ministry of Industry and Information Technology (MIIT) have signed a Co-operation Agreement on the Development of New Quality Productive Forces and the Promotion of New Industrialisation in Beijing on 19 September 2024.

The agreement was signed by Professor Sun Dong, the Secretary for Innovation, Technology and Industry, and Xiong Jijun, Vice Minister of Industry and Information Technology, who respectively represented Hong Kong and the Mainland, under the witness of HKSAR Chief Executive, John Lee, and the Minister of Industry and Information Technology, Jin Zhuanglong.

This agreement covers eight key areas, aiming to support Hong Kong in developing new quality productive forces and promoting new industrialisation.

It also strengthens exchanges between the two sides in the fields of industry and information technology, promoting co-operation and joint development in industries where both places have clear advantages.

In his speech at the signing ceremony, Lee said technology is the primary productive force, talent is the primary resource, and innovation is the primary driving force. The HKSAR Government is accelerating the development of new quality productive forces according to local conditions in four aspects, including:

  • Further advancing innovation and actively cultivating emerging industries to make Hong Kong a breeding ground for new technologies, new products, and new models.
  • Building a modern industrial system, striving to promote new industrialisation and enhancing the competitiveness of the overall industry.
  • Promoting efficient collaboration among the government, industry, academia, research, and investment sectors.
  • Optimising the I&T industry chain and supply chain, cultivating more technology industries, and attracting new industrial enterprises that support the real economy to settle in Hong Kong to achieve the sustainable development of the I&T ecosystem.
