Malaysia employers can apply for recruitment incentives under Career Generator Programme 3.0 from 15 July 2021

There are six recruitment incentives that employers can apply for, which include support for hiring the unemployed, vulnerable groups, and more. Here's the full set of FAQs.

On 13 July (Tuesday), Malaysia’s SOCSO, agency of the Ministry of Human Resources, released further information about Career Generator 3.0 (Program Penjanakerjaya 3.0), a programme under the country’s PEMULIH package, through an infographic.

Employers who have committed to hiring from 15 June 2021, can apply for Recruitment Incentives under Career Generator 3.0, uptil 31 December 2021.

The six initiatives are targeted for support for employers in the following areas:

  1. For the unemployed and people who lost their jobs
  2. For the vulnerable groups
  3. For Malaysianisation
  4. For apprenticeships
  5. For those under the age of 40
  6. For those above the age of 40

The conditions for each initiative are detailed in the infographic and content below.

“All withdrawals made from 15 June 2021 are eligible to apply under Career Generator 3.0. Applications can be made through penjanakerjaya.perkeso.gov.my,” shared the agency.

SOCSO hopes that through this, it can help Malaysians secure and retain employment. Previously, it was said that the agency is “confident of realising 180,000 placements new jobs and retained 2.5 million workers in employment up to 31 December 2021.”

Below are the six initiatives under Career Generator 3.0 Malaysian employers can apply for in support of hiring the listed demographics.

#1 (Support for hiring) The unemployed and people who lost their jobs

Eligibility

  • Recipients of employment insurance system (SIP) benefits;
  • Individuals including graduates who have been unemployed for more than 180 days; and
  • Individuals who have never contributed to PERKESO

Incentive rate
60% of monthly salary to the employer

Maximum payment per month
RM6,000

Training assistance
Until RM7,000

Minimum salary
RM1,500 and above

Length of service contract
12 months

Mobility assistance

  • RM500 for a distance from a place of residence of less than 100km;
  • RM1,000 for distances of 100km and above

Length of initiative
Six months

#2 (Support for hiring) The vulnerable groups

Eligibility

  • Disabled;
  • Participants under the Return to Work (RTW) programme;
  • Ex-convicts; and
  • Individuals below Malaysia’s poverty line (“the hardcore poor”)

Incentive rate
60% of monthly salary to the employer

Maximum payment per month
RM6,000

Training assistance
Until RM7,000

Minimum salary
RM1,500 and above

Length of service contract
Six months

Mobility assistance

  • RM500 for a distance from a place of residence of less than 100km;
  • RM1,000 for distances of 100km and above

Length of initiative
Six months

#3 (Support for hiring) For Malaysianisation

Eligibility
Replacement of positions offered to local workers to replace foreign workers

Incentive rate

  • 40% of the salary is credited to the employer’s account; and
  • 20% of the salary is paid directly to the employee

Maximum payment per month

  • RM4,000 to the employer;
  • RM2,000 to employees

Training assistance
Until RM7,000

Minimum salary
RM1,200 and above

Length of service contract
12 months

Mobility assistance

  • RM500 for a distance from a place of residence of less than 100km;
  • RM1,000 for distances of 100km and above

Length of initiative
Six months

#4 (Support for hiring) For apprenticeships

Eligibility
School leavers and graduates, aged 18 to 30 years

Incentive rate

  • RM1,000;
  • RM800

Maximum payment per month
RM4,800 within six months

Training assistance
Until RM4,000

Minimum salary
Minimum RM1,200 and above

Length of service contract
Minimum three to six months

Mobility assistance

  • RM500 for distance from place of residence less than 100km; and
  • RM1,000 for distances of 100km and above

Length of initiative

  • Three months; and
  • Six months

#5 (Support for hiring) Those under the age of 40

Eligibility
Aged 16 to 39

Incentive rate
40% monthly salary to the employer (subject to a maximum salary of RM10,000)

Maximum payment per month
RM4,000

Training assistance
Until RM7,000

Minimum salary
Minimum RM1,500 and above

Length of service contract
Minimum 12 months

Mobility assistance

  • RM500 for distance from place of residence less than 100km;
  • RM1,000 for distances of 100km and above

Length of initiative
Six months

#6 (Support for hiring) Those above the age of 40

Eligibility
Aged 40 and above

Incentive rate
60% monthly salary to the employer (subject to a maximum salary of RM10,000)

Maximum payment per month
RM6,000

Training assistance
Until RM7,000

Minimum salary
Minimum RM1,500 and above

Length of service contract
Minimum 12 months

Mobility assistance

  • RM500 for distance from place of residence less than 100km; and
  • RM1,000 for distances of 100km and above

Period
Six months
