Top management group officers and professionals in Malaysia's public service to undergo job rotation

The job rotation programme aims to enhance leadership development, broaden expertise, and drive innovation within the public service sector.

To enhance service efficiency and support the Public Sector Reform Agenda, Malaysia’s Government has announced that it will be rolling out a job rotation initiative across ministries, departments, and agencies. This initiative aims to equip public service officers with diverse exposure, leadership skills, and innovative approaches to governance. 

According to a press release on 13 February 2025, this step is in line with the aspirations of Chief Secretary to the State (KSN) Tan Sri Shamsul Azri Abu Bakarin in strengthening the capacity of the enablers of public sector reforms.

Work rotation was acknowledged as a key strategy in improving service efficiency and effectiveness by providing new exposure to officers and expanding experience across various sectors and areas of expertise.  

 The benefits that officers and public service are hoping to receive are as follows: 

  • Expanded competence: Officers gain broader expertise in public administration. 
  • Leadership growth: Develops resilient and adaptable leaders. 
  • Innovation boost: Encourages fresh ideas in service delivery. 
  • Stronger governance: Reduces risks of stagnation and misconduct. 
  • Higher engagement: A new work environment enhances motivation 

According to the chief secretary, a total of 1,020 officers have been involved in the implementation of this rotation from August 2024 to February 2025. These officers who have served five years and more in the Ministry/ department or agency for the same position. 

During this timeline of implementation,  

  1. 283 top management officers from various service schemes have been placed to new positions. 
  2. 737 of theGunasama Management and Professional Group (P&P) Services have gone through the rotating process.   

The PSD said the Government is "very confident" that through a working rotation, it can not only improve the effectiveness and competitiveness of the public sector, but also ensure a more efficient, progressive, and responsive service delivery system to the needs of the people in the face of current challenges.
