GSTV – U-Save and S&CC rebates incoming for about 950,000 HDB households in July 2023

A total of about S$720mn in U-Save and S&CC rebates are expected to be handed out in FY2023.

In July 2023, about 950,000 Singaporean households in HDB flats will receive their quarterly GSTV – U-Save and GSTV – S&CC rebates.

According to the Ministry of Finance (MOF) on 30 June 2023 (Friday), eligible households will receive double their regular U-Save in FY 2023. Putting this into perspective, the doubled payout will amount to approximately eight to 10 months’ worth of utility bills for the average household living in one- and two-room HDB flats, and about four to six months’ worth of utility bills for the average household living in three- and four-room HDB flats.

Apart from this, eligible households will also receive their quarterly GSTV – S&CC Rebate to offset between 0.5 and one month's share of their S&CC payment for July 2023, credited directly into the households’ S&CC accounts which are managed by their respective Town Councils.

As a whole, both the GSTV – U-Save and GSTV – S&CC rebates are disbursed in April 2023, July 2023, October 2023, and January 2024. No action is needed for households to benefit from both rebates.  

Eligibility

Households with members who own more than one property are not eligible for GSTV – U-Save, MOF added. Similarly, households with flat owner(s) or essential occupier(s) who own or have any interest in a private property, have rented out the entire flat, or is not a Singapore citizen, are not eligible for the S&CC rebates.
