Malaysia's National HR Policy Framework: What it entails

Launched on 1 May 2024, this framework aims to address issues related to skills training, employment equity, wage compensation, and more, and will serve as a guide in producing a comprehensive National HR Policy for the 13th Malaysia Plan.

Malaysia's Prime Minister Anwar Ibrahim launched the National Human Resources Policy Framework 2024 – 2030 on 1 May 2024 (Wednesday), comprising three core areas, 11 strategies, 48 initiatives, five change drives, and two policy catalysts.

According to a post by the Ministry of Human Resources (MOHR), key issues that this framework aims to address include:

  • Wage compensation,
  • More comprehensive social security protection,
  • Issues related to skills training,
  • Employment equity,
  • The workforce of vulnerable groups such as women, the elderly and the disabled,
  • Employment mismatch,
  • Trade union movements,
  • The affairs of gig sector workers, and
  • The impact of technologies such as AI on the job market.

This framework, it was stated, was developed after taking into account feedback from the relevant stakeholders as well as the public, and will serve as a guide in producing a comprehensive National Human Resource Policy for the 13th Malaysia Plan.

As shared by Minister for Human Resources Steven Sim earlier this year, the policy, which is expected to be completed in Q2 2024, comes with the intention of achieving the target of a 35% skilled workforce by 2030, while also supporting the concept of decent work under the International Labour Organisation (ILO) Convention as well as the Sustainable Development Agenda.

Cited in a Bernama report, Minister Sim said a total of RM2.56bn has been set aside by the ministry for skills training initiatives, covering AI, robotics, green economy skills, 5G technology, and more.
