Malaysia to implement new demerit point system in civil service sector in 2024

The new system aims to address the challenges of gaps faced in the public service, Chief Secretary to the Government Tan Sri Dato' Seri Mohd Zuki Ali shared.

Malaysia will be launching a new demerit point system, called Demerit Performance Evaluation (DEEP) system, in the civil service sector in 2024.

As quoted in a Facebook post by the Prime Minister's Office (JPM), Chief Secretary to the Government Tan Sri Dato' Seri Mohd Zuki Ali, who made the announcement, said the new system aims to address the challenges of gaps faced in the public service.

Dato' Seri Zuki Ali was speaking during a mandate on the theme "We are the Fort of Malaysia" to civil servants at Dewan De' Seri Endon in Puspanitapuri, Putrajaya on Tuesday (13 February 2024). 

According to a Bernama article, the Chief Secretary explained: "Our aim in introducing (DEEP), a new evaluation method, is to ensure that we, firstly, make an assessment based on the capability and determination of the officer to implement the given task." 

As further cited in the article, Dato' Seri Zuki Ali shared with reporters that through the DEEP system, the evaluation method will begin at 100 points, which will be deducted under the demerit system should an officer fail to meet the stipulated objective.

In his Facebook post following the announcement, Dato' Seri Zuki Ali said: "The current public service is facing a great challenge to maintain its superiority as the shining pillar of the Nation.

"My priority in 2024 is to (bring about) civil service reform – islah masta to’tum involves the improvement of the efficiency, effectiveness and professionalism of civil servants in ensuring transparent, rapid delivery of Government services, and achieving its set success."
