Upon implementation of the new online data platform, the fee for Dependant Passes as well as Long-Term Social Visit Passes is also expected to be revised.
As part of efforts to better meet the employers' needs for expatriates, TalentCorp has introduced a new online data platform and service-oriented management system together with its subsidiary MYXpats.
The system is intended to efficiently process expatriate-related applications, such as the Employment Pass (EP), the Professional Visit Pass (PVP) and their related passes, within a five-working-day period, aiming to support stronger client service commitment.
EP and PVP applications now include the following features and services.
Xpats Gateway
Initially launched on 15 June 2023, Xpats Gateway is a single-window platform that integrates the processes for obtaining supporting letters from approving agencies and regulatory bodies. Bringing together 26 Approving and Regulatory Agencies under one system, it enhances Malaysia's business-friendly environment and supports its economic and investment objectives.
Reduced processing time
In partnership with the Ministry of Home Affairs and the Immigration Department of Malaysia, the Expatriate Services Department of Malaysia has reduced the application processing time from five working days to three working days for Tier 1, Tier 2, and Critical Sector companies. This reduction ensures quicker decisions for expatriate applications.
The formulated tiering system is found on ESD Online, and will auto populate the tiering of companies from Tier 1 (highest) to Tier 5 (lowest).
Online sub-product services
The ESD Online system now offers services such as:
- Transfer of Endorsement / Take-up Balance, Amendment of Approved Application
- Shortening of Pass
- Cancellation of Application
- Permission to Study, and
- Permission to Work at a Second Location.
This eliminates the need for manual submissions, and further which simplifies the application process and enhances the customer experience in expatriate management.
Expansion of the Expatriate Satellite Centre (ESC)
Lastly, the launch of the 24/7 ESC at Kuala Lumpur International Airport Terminal 2 (KLIA T2) earlier in July serves as a milestone for the Immigration Department of Malaysia and TalentCorp. The expatriate pass endorsements now available at both KLIA Terminals 1 and 2 hopes to further improve Malaysia's appeal and management efficiency for meeting the immediate needs of expatriates, ultimately providing cost savings for employers.
In line with the above, service fees will be revised as follows, benchmarked both internally and internationally,:

ESD reminds applicants that the amount stated above is solely for the expatriate (and dependant) application charges, and excludes any other immigration fees. In the event an application is unsuccessful/rejected at the approval stage, MYXpats will refund 75% of Expatriate Processing Fees, subject to terms and conditions. If the applicant chooses to submit an appeal, a refund will not be applicable.
To note, public universities and Government/Ministries are exempted from processing fee charges.
The revised fee structure will take effect on 1 September 2024.
