Salary increases for civil servants in the Philippines approved in four tranches

The salary increases will begin retroactively from 1 January 2024, with the final one being on 1 January 2027.

President Ferdinand Marcos Jr. has updated the salary schedule for civilian government personnel in the Philippines and authorised the grant of an additional allowance.

Following the issuance of executive order (EO) 64, the salary increases will take place in four tranches, beginning retroactively from 1 January 2024. While eligible employees will receive the first tranche this year, they can look forward to several others in the following years — the second tranche will begin on 1 January 2025, the third on 1 January 2026, and the fourth and final tranche on 1 January 2027. 

The update will apply to all civilian government personnel in the executive, legislative, and judicial branches. The EO has also clarified that the salary increase will not apply to individuals whose services are engaged through job orders, contracts of service, consultancy or service contracts with no employer-employee relationship. 

According to the EO, this move to increase the wages of government workers across all pay grades and step increments is crucial in order to "maintain a competent, committed, agile and healthy workforce". 

The update hopes to ensure that compensation of all civilian personnel shall generally be competitive with the private sector in order to attract, retain, and engage high-performing civil servants. 

In similar news, government employees will receive an annual medical allowance not exceeding PhP 7,000 from Financial Year 2025, as a subsidy for the availment of health maintenance organisation (HMO)- type benefits.

The grant of this allowance, it was shared by the Department of Budget and Management, will be subject to the conditions and guidelines to be issued by the DBM or the GCG, as applicable.
