Hong Kong civil servants can expect a pay rise of 2.87% to 4.65%

The CE-in-Council is yet to make a final decision on the pay adjustment, and once passed, it could be effective retroactively from 1 April 2023.

With reference to the 2023 Pay Trend Survey (PTS) submitted by the Pay Trend Survey Committee (PTSC), the Civil Service Bureau (CSB) has proposed offers for the 2023-24 civil service pay adjustment:

  • For civil servants in the upper salary band and the directorate: a pay increase of 2.87%,
  • For civil servants in the middle and lower salary bands: a pay increase of 4.65%.

A CSB spokesperson said that according to the usual practice, since the 2023-24 net Pay Trend Indicator (PTI) for the lower salary band is lower than that for the middle salary band, the Chief Executive-in-Council (CE-in-Council) decided that the pay adjustment for civil servants in the lower salary band should be 'brought-up' to the same level of the net PTI for the middle salary band.

The pay offer for directorate civil servants follows the arrangement for civil servants in the upper salary band.

The CSB has made the above-mentioned pay offers to the staff side of the four civil service central consultative councils. After considering the response from the staff side, the CE-in-Council will make a final decision on the 2023-24 civil service pay adjustment, and submit the pay adjustment proposal to the Legislative Council Finance Committee for consideration as soon as possible, and the decision is likely to be effective retrospectively from 1 April 2023.

Ingrid Yeung, Secretary for the Civil Service, told media at the Central Government Offices that the CE-in-Council has considered all six relevant factors under the established annual civil service pay adjustment mechanism when making the decisions, including:

  • the state of Hong Kong's economy;
  • changes in the cost of living;
  • the Government's fiscal position;
  • the net PTIs;
  • the pay claims of the staff side; and
  • civil service morale.

"The Chief Executive (CE)-in-Council considers all six factors in coming to a decision on civil service pay adjustment every year. This year is no exception. The CE-in-Council has considered all six factors and has taken a balanced view," she said.

"On past considerations, every year, the CE-in-Council makes a decision based on all the six factors; therefore, in the year following, the factors in the previous year, which had been taken into account already, would not be considered again. Every year, the CE-in-Council makes a new decision."
