How do employment trends in the APAC region look for Q2 2025?

India, China, and Singapore continue to report the strongest hiring outlook in the region, while employers in Hong Kong and Japan are more cautious.

ManpowerGroup has released the latest edition of the Employment Outlook Survey. The survey involved 39,449 employers across 42 countries and regions, who were asked about their hiring intentions for the second quarter in 2025 and the reasons behind their decisions.

The results indicated that 40% of global employers expect to increase hiring, 15% anticipate a decrease, and 42% report no change.

Company expansion is the top reason for staffing increases. Additionally, 24% of employers report expanding their workforce to meet the demands of technological advancements, a trend especially notable among organisations in the APAC region.


Hiring managers across the APAC countries anticipate the second strongest regional outlook at 30%, which has increased by 3% compared to both the previous quarter and the same time last year.

India, China, and Singapore continue to report the strongest hiring outlooks in the region. In comparison, employers in Hong Kong and Japan remain more cautious.

However, Hong Kong employers are showing higher hiring intentions for the next quarter. Among the 525 employers surveyed, 30% expect to increase manpower in the next three months. Seasonally adjusted data showed that Hong Kong's hiring outlook for the coming quarter is +11%, up 5% quarter-on-quarter, but still below global outlook at 25%.

By industry vertical, the strongest global outlook for the Communication Services was reported by employers in China (49%), and Industrials and Materials in India (48%).

The industries with the highest global hiring demand are:

  • Information technology (35%)
  • Financials and real estate (32%)
  • Healthcare and life sciences (28%)
