New Platform Workers Bill in Singapore to provide for the rights of platform operator and workers

This marks the first instance in Singapore where platform workers engaged by platform operators will be able to enjoy further protection as well as various rights and privileges.

Singapore's Ministry of Manpower has introduced the Platform Workers Bill (the Bill) in Parliament, which hopes to provide for the rights and obligations of platform operator and workers. It also helps to register and recognise platform worker associations, and provide for the relevant matters.  

The introduction of the Bill marks the first instance in Singapore where platform workers engaged by platform operators will be able to enjoy further protection as well as rights and privileges such as Central Provident Fund (CPF) contributions, work injury insurance, and a legal framework for representation (union representation included).

In response, the National Trades Union Congress (NTUC) has welcomed the Bill. NTUC Secretary-General Ng Chee Meng commented: "This Bill is an important milestone for our community of platform workers, because our associations would be able to negotiate collectively for them, better represent them in disputes, and provide them with better support services after the Bill is passed.”

Secretary-General Ng also expressed gratitude to the Singapore National Employers Federation and NTUC's employer partners for their efforts to improving platform workers' wellbeing.

"This collaborative approach has enabled us to enhance the protection and interests of platform workers thereby demonstrating the value of a strong tripartite relationship."

Assistant Secretary-General Patrick Tay Teck Guan also added his thoughts, citing the Bill as "watershed and landmark" given it will be the first time these platform workers in Singapore will have access to added protection and various rights and privileges.

He added that he was "cognizant that this is Singapore’s first attempt and iteration at protecting this special category of workers who are vulnerable."

The second reading of the Bill will be held in early September, which ASG Tay noted will provide greater clarity and elucidate some of the key provisions.

"Kudos to all friends, tripartite partners and stakeholders as well as my colleagues in NTUC and the Labour Movement for toiling and lobbying and seeing this piece of legislation to its fruition today."
